At 12:00 UTC on October 7, 2026, Tether announced a memorandum of understanding with the National Bank of Kazakhstan and the Alatau City Authority. The parties will study stablecoin development, asset tokenization and decentralized finance. The release names no issued stablecoin, pilot date or investment amount.
The agreement starts a design process rather than a product launch. Its most specific stablecoin objective is a concept and pilot proposal for a token pegged to Kazakhstan’s national currency, the tenge. The same work program covers tokenization rules, candidate assets and a pilot inside Alatau City’s jurisdiction.
What the agreement covers
Tether identifies the National Bank of Kazakhstan as the country’s central bank. The bank develops and implements monetary policy, oversees payment systems, manages currency regulation and control, and maintains financial-system stability. Those responsibilities put the proposed stablecoin work inside the institution that would evaluate its monetary, payments and regulatory consequences.
The third signatory is the Alatau City Authority, a specialized state administrative body. It handles public administration and regulatory development in Alatau under the city’s special legal regime. Tether said the authority was established to position Alatau as a Central Asian center for digital innovation and financial technology.
Under the memorandum, the parties plan to develop infrastructure for digital finance in Kazakhstan. The stablecoin work has three stated components. They will study international issuance models, define potential uses and prepare a concept and pilot proposal for a tenge-pegged stablecoin. The announcement does not identify an issuer, reserve custodian, legal claim, redemption mechanism or target chain. Those details remain outside the current agreement.
This distinction matters for prospective users. A concept for a national-currency stablecoin does not yet create a transferable token or a redemption right. Payment providers, exchanges and DeFi protocols have no contract address or integration specification to review. The next usable artifact would be the pilot proposal and its operating terms, not the memorandum itself.
The tokenization track
The agreement also calls for an asset-tokenization framework for Kazakhstan. Tether said the work may use Hadron by Tether, its tokenization platform. The parties will draw on international regulatory and technological experience while identifying priority asset categories and designing a conceptual tokenization model.
A pilot project is planned within Alatau City’s jurisdiction. The release does not name the assets that would enter it, the ledger it would use, or the eligibility and settlement rules. Alatau’s special legal regime gives the project a named jurisdiction, but the announcement leaves the legal treatment of token holders and underlying assets for later work.
The stablecoin and tokenization tracks therefore have different immediate outputs. The stablecoin track is meant to produce a concept and pilot proposal for a tenge peg. The tokenization track is meant to produce a framework, select priority asset categories, design a model and launch an Alatau pilot. Neither track has reached deployment.
Hadron is presented as a possible tool, not the confirmed platform. That wording leaves the technical stack open. Protocol teams considering future integrations still need to know the chain, token standard, identity requirements, transfer restrictions, oracle design and redemption process. The memorandum provides none of those specifications.
Training and risk priorities
Tether, the central bank and the city authority also plan workshops, seminars and training programs. The curriculum will cover the international stablecoin and digital-asset market, issuance and reserve-management models, and real-world asset tokenization using distributed-ledger technology. The programs are intended to develop specialists at the central bank and relevant government agencies.
That training agenda points to the controls the parties expect to examine before a pilot. Reserve management is explicitly part of the program, while the central bank’s quoted priorities are financial stability, transaction transparency and investor protection. Deputy Governor Binur Zhalenov said the bank intends to study international practices in stablecoin issuance and real-world asset tokenization as part of the pilot work.
Tether CEO Paolo Ardoino described the goal as building efficient, transparent and sustainable digital-finance infrastructure while protecting data and privacy. He also referred to a strategic reserve framework, although the release does not define that framework or connect it to a specific asset. Users should not treat that reference as reserve terms for the proposed tenge token.
For DeFi operators, the agreement creates a government-backed research path but no current integration opportunity. A tenge stablecoin could eventually add a local-currency settlement asset, while the tokenization pilot could create onchain assets under Alatau’s rules. Both outcomes depend on decisions the memorandum postpones.
The named work sequence gives operators a way to separate confirmed steps from possible outcomes. International stablecoin models and use cases come before the concept and pilot proposal. Asset categories and a conceptual tokenization model come before the Alatau pilot. Hadron remains a possible platform during that process. An exchange, wallet or lending protocol would be acting ahead of the disclosed plan if it treated a specific token, network or custody arrangement as settled now.
The memorandum also joins policy design with staff development. The same three parties responsible for the infrastructure studies will organize the workshops and training. Central-bank specialists and government agencies are among the intended participants. Their program covers issuance, reserves and distributed-ledger tokenization, while the bank has separately named stability, transparency and investor protection as priorities. This gives prospective market participants a list of subjects likely to shape the pilot even though it does not give them final rules.
The central bank and Alatau authority have different functions in the announced structure. The bank brings responsibility for monetary policy, payment systems, currency controls and financial stability. The city authority brings public administration and regulatory development within Alatau’s special regime. Tether contributes the stablecoin and tokenization work described in the release. The eventual proposal will have to turn those roles into concrete issuance, oversight and pilot arrangements.
The next verification point is the publication of the stablecoin concept, the pilot proposal or the Alatau tokenization model. Until one of those appears, the issuer, reserves, redemption rights, chain, contract addresses and launch schedule remain open.
